Relyze 2.17.0 32bit/64bit

[*]Bugfix: Memory leak in UI tab bar.
[*]Build: Split application into Relyze.exe for UI and RelyzeCore.dll for analysis engine.
[*]Build: Update SQLite3 from 3.25.0 to 3.26.0.
